So basically you need OPENAI or COHERE accounts in order to use the APEX ASSISTANT? OR THE NEW GENERATIVE ORACLE AI THAT IS BASICALLY ANOTHER COHERE MODEL? why not use cohere or openai directly? thanks

is APEX AI Assistance is available for developers ? I have Apex 24.1 on 23ai, I don't see AI Assistance . Thank you
