actually the last preference should have been given to their board exam percentage instead of application number.

Mam, please understand this.
If in top 67, there are 6 who got grace marks. Then according to this ratio, there will be 2, 08, 952 in 23, 33, 297 who got grace marks and out of these if only 30000 have got more than 600 marks then the rank can be this high. So 1563 is lie.
There can be a glitch also in NTA's software.
