They were not delayed for quality. They were delayed, because they hastily announced an unfinished, if not completely undeveloped, product.

I'm sorry but but given that the initial announcement of a 4 episode special were teased almost 2 years ago, work on the project should have started well over 2 years ago and, given the official trailer or even announcement has not yet been made, the turnaround for 4 episodes, none of which have even hinted at a movie-level production, will be 3 years.

A healthy timeline of "quality improvements" to a finished animation in September 2023, would have lead to a March or even May 2024 release, at least having teasers earlier in the year.

Instead, there's been radio silence an fan speculation for now over a year since Pierrot's announcement of an indefinite delay. Naturally some part will correlate with Pierrot's massive re-org to favor seasonal productions and better working conditions which is extremely admirable in today's toxic anime production industry, but the lack of clarity on this project, even to say that such re-orgs had greatly impacted the anniversary animation production is telling that this was less a situation of polishing a product and overcoming a re-structuring, and more of a case of executives firing a gun to announce a completely unfinished product way ahead of time.
