Jokes aside, his depsarate "What do I do" is one of the big things that turned my opinion on the character on my first watch through. Someone who tries to act confident and strong just fully admitting he's sorry and lost and confused. They hit that note very well

We all thought Howard was the bad guy. But it was Chuck that was the bad guy. Chuck was just using Howard as the fall guy to save face.

Not that Howard was perfect (look how he treated Kim), but who knew that the silver spoon baby was not the evil one, despite stereotypes.
