Newton defines Motion (in his second definition) as MOMENTUM. He said, in the Second Law, that force equaled the change in momentum. That means, the second law can be written as F=Delta(m*V). He did NOT say F=m*a, nor did he say F=d(m*V)/dt in the second law. Not saying F=m*a is wrong or that Newton never said it. (It's one of the quantities associated with Centripetal force - or gravity.) It's just not Newton's Second Law.

You have to put mass inside the change just in case of mass change, for example falling of a rain drop and the dust accumulates on its surface.
