Part 450, introduced three years ago, was meant to streamline the licensing process to keep up with the fast-paced growth of the commercial space industry. But the reality turned out to be the opposite. Currently, most of SpaceX’s launches, which use the Falcon 9 and Falcon Heavy rockets are still approved under the old regulations. However, since Starship is a brand-new rocket, it must follow the new rules from the start.
