In layman's terms about the instance vs class part:
If you have 10 enemies and they all use the same health script, normally every enemy can have diff amount of health left.
But if it's static then your enemies will all have the same amount of health left, always. Because it's now tied to class (the script) instead of individual instances.

You could use static classes for a save manager. It doesn't require MonoBehaviour, because it's just more methods, but allows everything to access it.

So a static thing is something that there can only be one of? One level handler class, one properties class per game object? Something you can call to directly as you know there will only be one of. And that is a much better alternative to having a level handler gameobject with a level handler component that has to be called through the object every time?
