Getting data from EHRs for public health reporting continues to present a challenge. While US Core has been widely implemented, other implementation guides (IGs) have not been so successful. Creating an IG is a bit like writing a recipe and hoping someone else will cook it for you. However, quality measures, CQL, and FHIR APIs allow us to extract data from EHRs and other systems without having to wait for them to implement an IG. With FHIR APIs, we can shop and cook for ourselves. We have tested this approach of combining quality measures and FHIR APIs with the reference implementation tool, NHSNLink. Successful testing at Connectathons has shown that NHSNLink can pull FHIR data and also leverage legacy C-CDA documents retrieved from HIEs using non-FHIR services like IHE-XDS.
