I really like the dialogue in this deleted scene. It adds more depth to Batman’s character and his relationship with Harvey. I just don’t like the boring camera angle they shot most of it from. Nice job making the cuts as seamless as possible!

While waiting around for a what if director's cut for this film. I have the fan edit version that's as close to Joel's vision as possible.
It's called "Batman Forever- Red Book Edition"
Brief Synopsis:
Batman Forever is a great movie, but there are things in it that definitely ruin the experience. Tim Burton’s absence wasn’t the problem.
Intention:
Imagine seeing Bruce suffering from sadness, guilt and loads of other psychological problems. Then he turns around and shows us his ass. It just doesn’t work for me. Two face was another problem; he’s supposed to be brain damaged not retarded. Why is he acting like the joker? I also muted the colors to the point where some scenes look black and white with color mixed in. As for Chase and Bruce. Their relationship is pointless and they both know this deep down. The new ending emphasizes this. The action sequences were also a little hokey so I recut those as well. I didn’t try to make this into a Tim Burton film by adding Elfman’s scores from the 1st two films. Instead I kept Goldenthal’s score and added some more of his work. The new music is taken from Final Fantasy: TSW and Alien 3. I didn’t have much of a problem with the Riddler. Jim Carrey is a comedic god.

This just demonstrates how the theatrical cut really did Jones no favors, I love how much more intense he is here and even the cackling takes on another dimension. I especially love the alternate take of him setting up the club on the steering wheel. Tommy Lee Jones is still the best thing about Batman Forever IMNSHO, but this pushes it even further into the stratosphere.
For someone who was reluctant to play Two Face he did a great job

It was kinda hard to understand cause I can't tell whose saying what in this extended scene.
Specifically the scene 0:24 to 0:46.
"I'll kill you!" - not sure if Batman or Two-Face is saying that to the other.
"Batman doesn't kill, oh that's a good one!" Two-Face

"---!!! What's that lethal girl ----? What's that homicidal need in the eye?!" Two-Face again but it's not understandable. If someone has a better ear for it, I'd appreciate it.
