Well running education, health and infrastructure effectively from a Provincial Government is not as easy as you might think Herman. Come to Western Cape to see how it is done if one applies ones mind and put some effort in it. The audit outcomes speak for themselves. Although local governments are in a different sphere of government, the Local Government Department of that province make sure that they perform and that matters are addressed. Look at the other provinces where they think it is easy to manage a province.
