think thats trolling? i spammed court of stars the two first weeks for that ring lvls between 13-15 60+ times and got it.
Then the next week the vault pressented me with one, 1 item lvl higher then what i had

ah yes. the joys of RNG. Got crafted head. and options were, head with socket from quest last week and Tier head. yes... still took tier head however, its just dead space in the bags because "we" are not using that over Flaring cowl +fire ring.
