An Inspector Calls: Context - Why is it set in 1912 and not 1945?

An Inspector Calls by JB Priestley was written in 1945 but it is SET in 1912.

in 1912, Middle class women would not work but working class women would be forced to work, often in poor conditions with very low pay.
Trade unions were violently put down by employers. There was no NHS or Welfare system.Women were not allowed to vote.There were strong distinctions between classes. The ruling classes saw no need to change the status quo.

It is set in a fictional industrial town in the North Midlands called ’Brumley’.
Brumley sounds a bit like ‘Burnley and ‘Brum’ is a nickname for Birmingham.
