Mew inclusion in Pokemon Red and Green was just a prank by one of the developers. I wonder how different Pokemon would be if it was never added.

Also a little fun fact: The staff told him to not mess with the game since they just finished the debugging processes of the games and adding or removing something can mess up the game by adding causing more bugs and issues....he mess with it anyways and somehow was able to do it without adding more bugs to the game by just for him to add Mew

Uh, little problem... There are actually about 104 spaces for pokemon in the game not counting the original 151. That are now filled with glitch pokemon. If you trade some of them to gen 2, they turn into johto pokemon. I don't think mew was just barely able to fit in.
