This is an art car built in Bushwick by Charles Walters. I believe he calls it the "Silver Spaceship".
I often see the Silver Spaceship covered in LEDs and parked outside clubs and rave/event venues, often with people partying on top.

My best guess is a storm chaser. A friend of mine who was big into storm chasing built something like it. The metal skirt is armor, but it can also be lowered so wind doesn't get under it. That helps keep it from getting lifted off the ground in a tornado, allowing them to "safely" get right under it. I can't imagine driving that thing through NYC or taking it on a road trip all the way from Montana.

As a non New Yorker I must say that if I were to visit a large city like New York I would want to armor plate my car. That way when someone tries to squeeze their car in a spot next to mine they wouldn't scratch or dent my car. Also your people always seem to be in a constant state of suppressed rage which makes me think they're more likely to key my car or break my windows.

Montana plates may be to avoid emissions tests. Montana allows out of state people to register their cars under a LLC as long as it's based in Montana. They also have no sales tax. This allows super car owners who live in other parts of the US to register their cars under shell companies, and avoid big tax bills. While also allowing mods, and what not that are illegal in some states. Since there is no emissions tests, or any kind of in person proof of the cars status in anyway.

I saw one of these back in the summer of 1987. It was hovering silently over one of the barns beaming a strange, unearthly light towards the ground. Then it just shot off like a bullet, like in the movies. It also had Montana plates.

I've seen that car. It was at Burning Man; people make what they call "art cars", some of them are actually very cool.

It's to prevent damage when bad parallel parkers park their vehicle next to him, and to get through city riots safely. Good transportation for NYC if you ask me! Might also be able to be used as a small indoor outdoor diner!
