So the issue with Simmering Frenzy being wonky to Toggle OFF is because there is definitely a coding error somewhere in the ability. Toggling it off behaves as if it IS on the GCD (when coming off a previously used ability that triggered the GCD), hence the unexpected behavior trying to turn it off.
