so anyone still looking into this make sure your server file has a eula file inside of it. if it doesnt add a text document and name it eula, then inside of it type eula=true and save it.

Hi guys I think lots of people having this problem but if you download a serverpack for a mod like Dawncraft it doesn't come with the forge and server .jar files so you have to download it yourself to the extracted folder.
