For the +15 it is meant to just give a head start for the pet equips but the max is 99 for everyone.

stacks i think means you can get pet equips with gems/egg hatching but there a cap to people and if you buy the gamepass the cap goes up and you get 15 plus without spending gems

it costs 1071 for all game passes for pet sim x and for pet sim 99 it costes 8075

Stacks means that like with pet equips, if you get the 99 with gems, and that'll give an extra 15 meaning ur total would be 99 + 15

*STACKS* means that you can buy multiple. So if you buy +15 twice, it gives +30, and so on until 99 max.
