they got paid more with the bail out than they would have made if everything had gone otherwise and the tax payers funded everything.
that is how it works the trick is to let the nation recover before you repeat the process. like shearing a sheep then letting the fleece grow back again.
also the population grows usually over time at 7% a year normal steady growth.
