Clearly they weren’t the first though because it was written with the assumption that Churchill would be familiar with it. Probably the first we know of because history has a way of preserving the lives of the upper class and forgetting the lives of the lower classes.

People talk about these abbreviations as if they only happened in the last few years with txtspk and emails/emoticons - but there is evidence going back to 18th and 19th Century letters that such shorthand was used

If you think about it, it's just a natural evolution of the language. Makes perfect sense for the first recorded instance being military/naval in nature.

Given that Lord Fisher was talking about orders and awards, which typically have post-nominal letters (e.g. a Companion of the Most Distinguished Order of St Michael and St George is entitled to "CMG" after their name), I suspect it was a pun.
