When the Republic rolled out the more advanced Phase II clone trooper armor in the middle of the Clone Wars, Rex felt it was designed to be disposable. While many clone troopers donned the new uniform, Rex hesitated. Once he saw the technical benefits that had been implemented into the new armor, he combined elements of his Phase I suit with the Phase II technology upgrades. Fashioning a hybrid armor, he welded the T-visor and rangefinder scope of his Phase I helmet with the upgraded breath filters of the new Phase II helmet. He did the same for his personal armor’s chest plates and the weld marks became one of the unique distinctions of his armor.

Phase 1 armor could actually hold up against blaster fire as you see in multiple occasions like when Rex is hit by a droid sniper while on a speeder bike and another time many years later in Rebels against an old droid force

It's becuase the phase 1 armor tho uncomfortable was more durable so he used parts if both armors ro make that one better including the iconic helemt

I don't know, they all look the same to me, except for Episode 2 Clone Armor that had that spike on the helmet.
