Fast Answer: A bunch of commands to communicate with the graphics card.

These commands are actually requests...because they go through another program called a driver - yes, the graphics card driver you installed.
The driver will do some automagic fascist stuff internally before it finally agrees to execute your requested hardware operation.

Is it possible to run both on a pc ? I've directx11 but a software that have been installed but won't run and shows require OpenGL 3 minimum . Kindly reply .

as far as i know Microsoft used OpenGL until windows XP, and then officially released DirectX on windows visa, while stop supporting OpenGL.
