I remember a US Army Officer talking about a zombie plan he wrote for an overseas base. Command wanted new op plans every so often to basically make sure the bases were keeping up to date. Well he did a zombie plan - and he had a good reason for it. A zombie is as hard to kill as a heavily armored enemy combatant so it kind of makes sense from that line of thinking.

Whereas people coming back from the actual dead and reanimate as a zombie they're not certain that could happen but there are scenarios and certain things that can cause zombie-like Behavior.
In the Papa New Guinea Islands there was a disease called Kuru, which is a very rare disease. It is caused by an infectious protein found in contaminated human brain tissue.  also certain drugs from bath salts to the Haitian Zombie Dust can cause zombie-like Behavior as well.

Evil magic zombies. I have some neighbors who seem to be in this group. This video had me laughing all day, and your comments are so GREAT. Made me laugh even more. Your Brits would retire to their local to wait it out. As a vegetarian, I'm trouble with the green-eating zombies.

Evil magic zombies do exist, they’re the original zombies. The ones made by a small percentage of voodoo practitioners. They’re more drugged into complacency but technically they fit the definition

Not sure what they were training for, but several years back as OPFOR during a field exercise with one of the US special operations forces, they went through the kill field at the end of the engagement and thoroughly checked the eyes and teeth of all of the “corpses”. A lot of potential reasons for that came to mind at the time and I struggle to come up with one that isn’t terrifying.

it wouldn't be exactly a military run democracy it would just be like martial law or something similar. but given the amount of firepower the us military has and the general lack of strategy on the zombie side I don't see it even becoming a serious nation threatening threat unless maybe it's airborne and just floating on the air.

Just because it says "zombie" doesn't mean it wouldn't be a useful plan, for other scenarios.

In my hometown our parking structures have metal gates on all the exits that anyone can close that are labeled, "Zombie Prevention Gate". No joke. We're ready over here in Oregon. 😅

The “Evil Magic Zombies” could also include the zombies that are bought into the world through voodoo rituals which are actually a thing, the only problem with these is the body that comes to life is almost rarely capable of movement and can’t really communicate, these specific zombies also rarely last longer than a few hours to a week at most, I’ve heard of one that lasted almost 3 weeks before dying again, and these rituals are really only supposed to be used to allow the families to say goodbye to their loved ones properly

A lot of these plans are set up partially as exercises by the think tanks in question; thinking up responses to reasonable situations is important, but thinking up responses to out there situations helps increase versatility. Even if they're never put into place, they keep the planner flexible and used to thinking in different ways. Plus, even if they can't use the plans directly that doesn't mean that the same principles can't be applied to other situations.
