Why don't we take the greater value(forecasting) in the first 3month in PAB?

But here’s what I don’t get it .. why do I need a forecast if I have the customer orders already ?

For period5, dont you have to include the safety stock? Shouldnt it be (50+24)-(24+10)=40?
