Him tossing the pens to the audience is actually kind of a big deal for multiple reasons. Pens used by the President to sign executive orders and laws are valuable collectors' items. It's common for them to be given to politicians as gifts, perhaps the author of a bill may receive the pen used to sign that bill for example. The idea of giving them to random members of his audience is not only him directly rewarding his supporters but a pretty big snub to the establishment.
