Switch control is turned off on my iPad but the blue box is still jumping around my screen.

I have this issue but my Switch Control was already off and doesn’t even appear to be an option as I have tried to turn it on and off just to try something but it won’t let me (switch control is grayed out—already disabled)?? Any ideas?

The blue box is not jumping around, it’s stationary and the switch is turned off. What gives?

It’s a solid blue rectangle upper right quadrant of screen. It is not a blue outline and does not highlight any particular function
