So then it's not a question of "if", but "when".

That almost aligns with the russian nuclear doctrine. According to it Russia can use nukes if it is under nuclear attack itself, or there's a direct existential threat to it. The issue is in the interpretation of 'existential threat' though, as in, how vital is Crimea(and Sevastopol in particular) to the country. IMO not to that critical extent, so the nuclear scenario is pretty negligible.
