Capitano and Varka are confirmed to be in Natlan for quite some time. So it wouldn't make sense for them to not be a major part of Natlan's story. At the very least, both of them should be competitors of whatever tournament Natlan is hosting. So making them playable sounds doable by that logic.
But, I don't know where or if I have seen in-game details that confirms Columbina's involvement in Natlan. So, if there was no event where anything about Columbina being in Natlan was mentioned, I think it's just some baseless rumours and she will make her appearance in Snezhnaya.

There is a chance that capitano would be released on 5.4 because alhatham got released on 3.4 and hes got nothing to do with lantern rite. He can also be released on 5.1, 5.3 or 5.6 or just a random patch because harbingers come in a random patch for example Childe came in 1.1 Wanderer came in 3.3 and alrecchino came in 4.6 so he could come anytime.

Take all leaks with a grain of salt ofcourse. They said similar things about Fontaine. Leaks back then suggested Sandrone would be the playable and that Arlecchino wouldn’t be and we obviously know that’s now false. However for Columbina unlike back then we have so many leaks about her like her personality, her Race (that’s blessed by the Natlan Archon), voicelines, Constellation Symbol, Age, Element and Weapon type Etc whenever I look for leaks about Capitano it’s always just Pyro sword user and that he’s in Natlan which we already knew. Plus if we follow the harbinger wheel Columbina would come before Capitano, it’s more likely that they will either release both in Natlan, Columbina in like 5.3 and Capitano in 5.6-5.7 or he will not be released till Snezhnaya. If they skipped her entirely they’d be losing out on a lot from a huge portion of their fan base and considering how much we all know Mihoyo puts money above all else I don’t think they’re dumb enough to do that.
