Looking For Action or ARPG-based MMO for a Semi-Casual Player | MMORPG Recommendations

With Blue Protocol delayed, I'm hoping to find an action or ARPG-based MMO. I have played Elder Scrolls Online, and am semi-casual player. My must haves:

Character creation
No gender-locked classes
Magic system of some kind (as opposed to primarily guns or sci-fi)
Attacks need to actually connect to do damage, and where dodging is possible
Any tips would be greatly appreciated
