Microsoft SC 900 certified here. DDos attacks are meant to overload CPU, Memory, and bandwidth, so basically the whole infrastructure of the system. So yes, that means if the attack is successful, the whole system slows down and even stops responding or even crashes, it's not one page, or one group, or one channel, it's the whole system. Nowadays, large companies have the means financially (it's very very expensive) and technically to protect themselves against such attacks. A company like X, not paying for this type of DDos protection is unthinkable, but maybe that's the case? Very unlikely and more likely that Musk lies.
This being said, 2 very unsecure persons with egos the size of the moon. If we learn anything from this era is that those type of persons should never be president or billionaires.

In that interview, Trump had the energy of a confused and unhinged crazy old man out on his front lawn in his bathrobe, shaking his fist at passersby and yelling at them, with his dentures falling out, about how the neighborhood kids stole his election and the next time their democracy lands on his side of the fence they’re not getting it back.
