Fake Checks: One the rise and fooling young people

Scammers will send you a check in the mail that looks real. Don't cash it - this type of fraud is on the rise.

Shouldn't the institution that cash the checks be held responsible? I know at Wal-Mart they run your check thru a validation machine to check it's validity.
