Joe S. seems to be making something out of nothing again. In the same episode they kill him, they have to show who Zhukov was. Elizabeth can sense Claudia's manipulation, there's no reason she should have a false idea of who Zhukov really was. He cared.

And more to the point, he cared about Phillip and Elizabeth being close. You can tell he wasn't being manipulative because of the subjects of his talks. He was giving his view on love, not feeding her Russian political propaganda or something.

I don't think it's realistic to romanticize General Zhukov by choosing to think his manipulation of the people in his cell as sentimental. He has a vision and is projecting what he feels and his goals and desires onto Elizabeth. Hitler had a vision of his ideal world too and I am sure he was equally passionate about it. If any further proof of his feelings was necessary, he told Elizabeth to her face that the only thing he loved was his dog should clinch it.
