William is a Stark Industries employee from the very first Iron Man movie, and since Billingsley is a close friend and producing partner of director Jon Favreau, he decided to come back. He is also known for playing Ralphie, the protagonist from A Christmas Story.

I still think this dude is going to be The Tinkerer, he’s got the Mustache, Bald head Tech background, has helped 2 marvel villains with there tech issues, and clearly has a grudge against Tony Stark. The guy Toomes/Vulture calls a Tinkerer or says is “Always tinkering” (I can’t remember the exact line) doesn’t have a vendetta against Tony, and Oscorp doesn’t “technically” exist in this universe, so he can’t have a grudge with Norman or Harry.
