But the Christmas Story is canon to the MCU so is someone else Ralphie? In Iron Man 3, when Tony is signing a drawing before his panic attack, he says to one of the kids, “I loved you in Christmas Story” because the kid resembled Ralphie.

I still think this dude is going to be The Tinkerer, he’s got the Mustache, Bald head Tech background, has helped 2 marvel villains with there tech issues, and clearly has a grudge against Tony Stark. The guy Toomes/Vulture calls a Tinkerer or says is “Always tinkering” (I can’t remember the exact line) doesn’t have a vendetta against Tony, and Oscorp doesn’t “technically” exist in this universe, so he can’t have a grudge with Norman or Harry.
