I getting the sense that facebook is far more offer dependent than google. Like for example in home improvement with google, you could probably get away with an "average" offer like a free quote or free design consult, or a free callout sort of thing since the intent is already there. However with facebook you have to interrupt their stream of dopamine (scrolling) with something they find valuble, which is usually in the form of a strong offer like a discount, quick avalibility, etc.
