They would totally willingly add manga characters if they could, they had Tarble and Hatchiyack in RB2 for goodness sakes and they're both JP only characters.

If you read the interview, it's pretty clear he literally wasn't allowed to talk about it. And people still honestly believe Toei doesn't have a no-manga character policy on DB games.
Either that or it's Capsule Corporation who's still bickering with Shueisha and thus don't want to give the manga any legitimacy.

I believe that they know when the super anime will start up again and it will most likely be in this games lifetime. I also heard that there’s a dragon ball super superhero 2 movie focusing on goten and trunks coming soon. If the movie news is true then ultra ego vegeta and some other characters may make an appearance early enough to be dlc.

Just saying we better get more than 3 DLC packs because we are still missing the whole Dragon Ball line up minus Teen Goku and missing some fan favorite characters like Pikkon and Super 17

You guys Need to Be Aware. Dragon Ball franchise. Is in a Civil war right now. Between Shueisha/Toei and Akiyo Iyoku. That's a big reason. /points at @Burcol lol. :) That's probably another reason, among the reason why Super hasn't returned yet.

Anime > Game = Yes
Manga > Game = No

It's that simple, if it happened in the anime it can happen in the games, but if it happened in the manga it cannot happen in the games, there are extremely few exceptions to this rule.
