Personally I feel it was a combination. Someone high up knew what was about to go down. The other end is there was obvious incompetence at the lower levels as everyone could see at the event. There had to have been some level of cooperation. I just don't buy that the marksman acted alone. Him being allowed on the roof with a rifle and range finder while multiple people saw him and alerted authorities to his presence. The building he picks just happened to be unsecured as well. One last point. The over watch sat there and watched him for several minutes and they allegedly tried to alert others to a potential threat, they also requested to fire at him before he fired but they were denied. Knowing full well he was pointing a rifle at the former president.
If it's not a set up and no involvement from anyone at the agency they screwed up so bad that they need to get counter terrorism units from the military run security until they revamp and retrain their units at the agency and fix this massive breach of cluster fracks.

The senior leadership purposely selected the worst possible agents to be on his security team. The secret service doesn't volunteer to be on Trump's team. They're assigned so all of these idiots and incompetents were selected into the Service for DEI reasons and then placed onto Trump's teams because they would fail. I also happen to think that someone along the lines of you know, green beret style training (because they're the ones best suited to prepare someone like crooks to be a shooter) was involved to groom Crooks and advise him. The shooting position was a known weak spot and SS deliberately left it open for him to access. Local cops bodycam has him talking about how he told the USSS supervisor about that roof.
