The assassin was not Jaquen. He is currently at Oldtown disguised as Pate.

The assassin was a Sorrowful Men from Qarth. I assume he was hired by a rival guild in Qarth (perhaps the Tourmaline Brotherhood) to take out the Spicers, who were threatening to become a great force among the merchants and trading in Qarth.
