The youngest black Professor at Cambridge is a Ghanaian (both parents) and yet if his parents raised him in Ghana I don't think he would have achieved that.
We are more than capable, we just need good leadership and a good system to bring out our potential, a friend of mine work sacked academical while he was in Ghana, is killing it academically in the US now.

One of the problems is that they are ineffective and complacent politicians who think they are leading when nobody follows them. They lack integrity, credibility, and critical thinking skills. We don’t value our history—China has learned from its past to reach the level of success we see today. Osagyefo believed in his people, unlike these state plunderers led by Akufo-Addo and his cronies.
