In the 1950s, Nassau County's Board of Supervisors consisted of six members. Because the members came from municipalities with vastly different populations, the Board implemented a weighted voting rule. Two of the legislators each had 9 votes, one had 7, one had 3, and two each had 1. Passing legislation required a simple majority of voters. Do you see the problem here?
