In the contracting world... the way things work is that the company that installs and maintains is not liable for work they did not do. Somebody made a big mistake by getting another vendor to do the work. The city is responsible and if they choose to go after the vendor they got to do the repair work then that's up to them. But the city is responsible 100%

With all the infrastructure being replaced, why don't engineers out utilities in the center of all roads and highways as possible?
