#1 created and led the muggle registration act that sent snatchers to hunt down potential muggleborns, half-bloods, and creatures. Many of which were executed or sent to prison.

#2 would be tortured students with blood quills

#3 is toss up between sent dementors after an underage child to be killed and drugged multiple students at Hogwarts.

Truly evil in the books, worse than Voldy as Tom had the excuse of going insane by Horcruxs whereas Umbridge did it out of pure enjoyment.
