Another great source if you are going down the wooden block route are "jenga" pieces. You can generally pick up cheaper versions of the game that give you over 40, two inch by one inch blocks
Add military symbols to these using a label sheet and you can quickly produce two large armies.

As for the table try using an acrylic sheet over a lightly coloured cloth. You can mark roads, woods, hills etc using dry/wipe markers (flip over to protect these from being erased) and have a very adaptable set up, until you are ready to progress with 3d elements - think traditional kreigspiel.

I love this kinda miniatures, because with the blocks you can kinda scale the unit sizes represented by a single block however you want (as long as you scale the board acordingly)... it may not be as visually pleasing as having actual figures, yet since this is meant to be a budget way to get into wargaming, I should maybe have a look at this... I want to have the conflict within my created fantasy world being played out on the tabletop and I think this budget way may be the way I could do it (for now)
