Does CEC control being on cause the fire stick switch on during say, if your watching cable on another input, and the switching to the fire stick input.

How can you set this up of it's connected to an avr and passtrough?

I have samsung soundbar and toshiba tv. Every time i switch off and start tv, i have to again make cec off and then on to make soundbar work. Keeping it on always not working once i switch off tv
