When I was in the military we used a similar system just for numbers eg a map grid reference LPQCDRHYUM the first two letters (L+P=some random line) told you which line on the OTP to decrypt the 8 figure grid reference, the rest of the message was sent using a 'dictionary' eg KSEYU = location, MDEYZ = surveillance etc etc
