From what I can tell, penguins do have wings, they are just also referred to as flippers. So Delibird and Empoleon both have wings. Empoleons Dex entries say it has wings

I looked it up and penguin flippers are indeed classified as wings, so delibird does have wings whether it can fly or not.

Taking a childhood classic series like Pokemon and then mashing it with nostalgic childhood games like Guess Who and Battleship is actually really clever and fun. This was great.
