This betrayal will happen because of rhaenyra, daemon tells her in the books give lordship and land to ulf and hammer, she refuses, only knight hood she promises them . Then the greens offer them what rhaenyra refuses.

Even after Rooksrest the blacks still had the advantage against the greens and an even greater one after Aegons injury. She had more dragons, she had Daemon at Harrenhall, and Aegons absence would hurt the greens politically now. She had no reason to give out nukes to abunch of bastards that had no real loyalty towards her. She should've been more selective, especially when it came to Vermithor, who was the only real answer for Vaghar. Those dragons were more useful riderless to Raenyra than in the hands of bastards. The only realistic way for the greens to get more dragons during the war was to already win the war and take over dragonstone. Raenyra had victory in the bag but she basically gave the greens what they needed to win.
