Don't confuse financial markets with the macro-economy. The federal reserve is raising the federal funds rate because the economy remains strong, despite which direction the herd happens to run day to day in Wallstreet. Besides, the Reserve doesn't need an interest rate "cushion, " as it can always fall back to negative interest rates (NIRP). Yeah, that's a thing; The U.S had negative real interest rates in 2010-2011.
