YOU used OVER CLOCKED version of GTX 1060, so of course it is going do give better results.
RX 580 is better GPU overall.

the RX 580 is not a good card here a normal 580 will have much more FPS in this games. Why your Rx 580 just run with 13XX mhz when it comes with 14XX out of box ?
