You made this pretty well, the other guy said what needed to be said but overall a great scenario!

very well done, but just as a heads up: EAS alerts can only last up to 2 minutes excluding EANs, and the scrolling text should say "(Issuer) issued a(n) (Warning) for the following counties: Effective until (MM/DD/YY) (HH:MM:SS) (Time zone). (Relayer/Network e.g KXOV_FM/TiVO)". so if you were on Comcast, lived in Washington, and an EAS Participant issued a Practice/Demo warning for the entirety of Washington at 12 PM lasting 8 hours today, the scrolling text would say "An EAS Participant has issued a Practice/Demo warning for the following counties: All of Washington. Effective until 08/07/21 18:00:00 EDT. Comcast". and as a footnote: alerts on screen can last only up to 6 hours, whereas in real life, the alert can last longer than that.
