If we will talking about the head size, especially on 3D model, personally i feel Marine & Matsuri have bigger than other girls.
Like when when they standing beside their genmates you will notice it.

For Matsuri i think because she is suppossed to be a short character, but the staff set her height the same as other girls.

Usually the shorter an anime character is the bigger their head will look because in proportion, it is. (Honestly I think that's just the case for people in general, but especially pronounced in animation.)

Gura is a super short 4 foot 8, and Marine is not much taller, at 4 foot 11. It's not weird that they have big heads along with others like La+, Watame, Matsuri, etc. What IS strange is a couple of the taller characters like Kronii (5'6") and Coco (5'11") having big heads despite being so much taller. Kaela (5'8") is a much more realistically-proportioned tall character, but because of most of the other designs, her head *looks* small by comparison
