TOTW cards will never change to fit the meta. The best they can do is add play styles and roles to the card and not just increase the stats. But even then they won't be desirable cards when you compare them to all the promo cards we get week in and week out. I feel TOTW cards are only in game to 1, highlight a good performance IRL; 2, put cards in the game with high coin discard value; and 3, to increase the price of an SBC without having to ask for a higher rated squad.

Why they are not fixing the Weekly objective its been a week and nep for example its on the 3rd pack and in on my 2nd pack playing daily and my objective is locked

EA can't push TOTW to promo-standards though. They can't release 23 90-rated meta players per week.

I would say the best value sbc was cancelo i still play him and he still delivers both defensively and in attack
For icon I would say either you are right or maybe Müller or pirlo I guess
